ESL layoffs for support staff not rescinded, students haven't materialized
I am following up on your question regarding the December 9th 2014 announcement and subsequent events.
On December 17th the college followed through with the faculty layoffs from the School of Language Studies.  On the same day we issued temporary recall notices to a number of faculty who we anticipated would be needed to teach the fee based Pathways and CPE classes scheduled to begin on January 12th and 5th respectively.
When the December 9th announcement was made, our anticipated staffing numbers were estimated based on up to 600 students enrolled in programs.  This did not materialize due to a number of factors. As a result there is no need at the present time to recreate the support staff positions eliminated as a result of the cancellation of the ESL programming.

Our concern regarding the announcement to the public and college community rescinding layoffs on December 9, 2014.  This announcement was not communicated to the union prior to
public announcement.  Over 6 weeks later and the 4 rescinded layoffs publicly reported have still not been communicated to the union or indeed the 4 individuals. My understanding is that faculty layoffs have been rescinded. How did/does this occur?

From a newspaper article in the Georgia Straight we became aware of a partnership between Vancouver Community College (VCC) and Mark Brand, Inc. (MBI). VCC's President Kathy Kinloch (March 15, 2010 to January 6, 2014), now BCIT's President, is on the Board of Directors of A Better Life Foundation with Mark Brand. In November of 2013 a Business Case: Vancouver Incubator Kitchen Project was brought to the Finance Committee, a sub-committee of the VCC Board of Governors. Minutes of the November 27, 2013 In-Camera meeting approve VCC contributing $300,000 to the Vancouver Incubator Kitchen Project. This is a partnership between VCC, VanCity Savings, the City of Vancouver (COV), MBI and a private investment group. $400,000 of public monies has been given to MBI by VCC. Freedom of Information (FOI) records response dated August 21, 2014 provides an unsigned Partnership Agreement, does not include any Memorandum of Understandings (VCC and MBI kitchen asset ownership, culinary student instruction requirements, project governance, performance reporting), MOU (VCC and COV kitchen asset ownership and reporting requirements) or any legal agreements on student safety and security or on intellectual property.

CUPE 4627 Statement on VCC's Outreach Learning Centres
Statement paper on the benefits of keeping the Outreach Learning Centres (OLC). We presented this statement paper to Interim President, Irene Young and Executive Director, HR, Linda Sanderson. We wrote to VCC management in June of 2012 about the ESL situation and we've been meeting with VCC management since January 2014 to discuss ESL and the OLC.  These meetings have been unfruitful, lacked real, meaningful consultation and certainly no understanding on practices and history of VCC. We were met by VCC management with only one solution: layoffs. OLC start closing August 29, 2014 (Mount Pleasant, Hastings & Champlaing Heights), the others scheduled to close end of November 2014.

I'm surprised that you're surprised! ESL Matters
CUPE 4627 wrote to VCC's VP Bill Radford on Aug 28/13 and received a response from VCC on Sep 4/13 and here's an email from the VCCFA on how wrong the CUPE 4627 leadership is. We're sad that these programs are going, but it isn't a surprise that they are going given the circumstances. We spoke with the SUVCC in the Fall of 2013 and they were confident in VCC leadership (Radford & Kathy Kinloch) but were aware enough to advise the VCC Board of Governors about the risk. Yesterday it was sad news that ESL would be ending in December.

A message for the CUPE 4627 Membership
We know you have lots of questions, and we don't have answers but want you to know that we have been asking the questions.

For the first time in decades, no concrete announcements on VCCs budget. Unfortunately the board doesn't seem to be asking the tough questions but how could we know for sure when everything is done at meetings that are not open to the public and are not even on the meeting schedule. We believe the extent of the trouble must be known but is not being disclosed. All previous presidents, even interim ones came to the table to discuss the budget with the unions. NOT THIS TIME. Every question we ask lately is answered with disdain. Short curt answers with no documentation. We have looked through our records and found previous examples of disclosure on budgets to the union and to the college community.

Please know we have requested meetings, but have been ignored. Some of the executive of CUPE 4627 have lived through tough times before at VCC, but it has never been so clandestine as now. There is no open door at the top and it's been like that for months now.

The board has been told the deficit is 2.5 million. Why is that not being made public for the college community?

VCC's Mental Health Wellness Day May 8th
May 8th is VCC Mental Health Wellness Day. There will be a variety of speakers and presentations. The Wellness Team has organized a Lunch & Learn called "Building Workplace Relationships" (Broadway campus, room 1205, from 12:00 pm to 12:45 pm), facilitated by Ronaye Coulson. This session invites participants to be aware of three key "tools" we can use to build relationships, reflect on how to use these tools effectively, and develop strategies to address relationship challenges or conflict.

Justice Institute is in no position to afford any raises for their employees, is that affecting the decision making for other Colleges & Institutes?? Bargaining Update: Wednesday's Picket Lines are Going Ahead.

Many untruths flying around to and by CUPE 4627 members. Is it appropriate that the same ministry offer us less than UBC? 1% + 1% is what is officially on the table. Presidents are trying to stay firm with an end lift of 2% + 2% but no guarantees.

CUPE Local 4627 on the Picket Lines Again Next Wednesday.

Because of no action taken by PSEA in response to our strike yesterday, CUPE 4627 is planning for another full strike at both campuses on Wednesday, November 7th. This is on top of localized job action that will also take place over the next few days. The union executive says that we cannot be complacent at this time, and that this must escalate to ensure we are heard in Victoria. Emails will come out shortly using Survey Monkey to allow members to sign up for picket shifts and other duties. stay tuned for more info >>

We of course appreciate everyone who showed up for strike duty and put in their time, but we also want to specifically thank those who went that extra distance yesterday. They deserve extra recognition for their hard work. All picket captains, the SUVCC
